Two Arrested in Eugene Methamphetamine Investigation After Neighborhood Complaints

EUGENE, Ore. —Eugene police arrested two men Wednesday following a search warrant at a residence in the 100 block of Briarcliff Drive, seizing roughly half a pound of methamphetamine along with cash, packaging materials, ammunition, and other items.

The Street Crimes Unit began investigating the location in September after community complaints about heavy vehicle, bicycle, and foot traffic at all hours. On Sept. 30, officers obtained a Lane County Circuit Court search warrant. Because of the number of people believed to be at the house and reports of firearms, SWAT, K9, the drone team, the Crisis Negotiation Team, and detectives from multiple units assisted. Oregon State Police and the Drug Enforcement Administration also supported the investigation.

Brian Willard Ferrell was arrested in the 2000 block of River Road after officers saw him leave the residence. He was charged with unlawful possession of methamphetamine (substantial quantity) after approximately 27 grams of the drug were seized from him. Additional charges may follow.

Roy Simon Oueis was contacted at the residence during the warrant service. He faces charges of unlawful delivery of methamphetamine, unlawful possession of methamphetamine (substantial quantity), felon in possession of a restricted weapon, and unlawful possession of ammunition by certain persons. In addition to the half-pound of methamphetamine, officers seized $3,624 in cash, scales, packaging material, a large amount of ammunition, a spring-assisted knife, and recovered stolen property.

Both men were booked into the Lane County Jail. Both men were released today on contractual Pre Trial Services releases.

Police thanked residents who reported concerns about the location, noting that tips can be submitted anonymously through My PD Connect at epd.mypdconnect.com or by calling Central Lane Non-Emergency at 541-682-5111. Investigators encourage people to include contact information and details such as names, addresses, vehicle descriptions, phone numbers, or photos when possible.
