April 30 Timothy Manning Around 7:30 p.m., officers were dispatched to the Walmart parking lot at 4550 West 11th Avenue for a dispute between a truck driver from Froggy’s Towing company and Timothy Arthur Manning, age 54. Manning took exception to his vehicle being towed and menaced the tow truck driver with a knife and then got into the tow truck and fled the scene with his vehicle in tow. The truck driver flagged down a witness and both driver and witness followed the tow truck east on West 13th Avenue. When Manning reached 13th Avenue and Interior Street, he stopped the tow truck and attempted to release his vehicle from the flat bed but was then confronted by the tow truck driver. The tow truck driver reached through the window of the truck to remove the keys from the ignition and was assaulted by Manning.
