Eugene Man Arrested for Sex Crimes After Detectives Locate Missing Juvenile
EUGENE, OR – Lane County Sheriff’s detectives, with assistance from multiple law enforcement agencies, arrested 24-year-old Joel Joseph Turner of Eugene on May 3, 2025, after locating a missing 13-year-old female who had been reported as a runaway. The juvenile was safely returned to her parents following the arrest.
The case began on April 14, 2025, when the girl was reported missing with minimal details. On April 24, the Lane County Sheriff’s Office received information suggesting she may have left with an unknown 24-year-old male and could be a victim of sex crimes. A deputy alerted area law enforcement, and a detective from the Lane County Internet Crimes Against Children (ICAC) Task Force took over the investigation. On May 2, the detective identified Turner as the suspect. A coordinated search involving the FBI, Homeland Security Investigations (HSI), and local agencies ensued. Shortly after midnight on May 3, Eugene Police officers found Turner with the juvenile near Skinners Butte.
Following further investigation, Turner was arrested on charges of Sex Abuse in the 1st Degree, Custodial Interference in the 2nd Degree, and Unlawful Contact with a Child. The DA declined to file on the Unlawful Contact with a Child charge, at this time.
Turner has a prior criminal history: in 2021, he was arrested for Rape in the Second Degree but entered a no-contest plea to attempting to commit a Class B felony. He is currently on Post-Prison Supervision, according to court records.
The investigation remains ongoing, and the Sheriff’s Office is seeking information about this case or additional victims at 541-682-4141, referencing case #25-2054.
The arrest underscores the collaborative efforts of the Lane County ICAC Task Force and agencies like the FBI, HSI, and Eugene Police in combating child exploitation and ensuring community safety.
