Eugene Woman Faces 59 Charges in Major Fraud Arrest



There are now eight live charges, and 2 cases.

One charge for circuit court case # 25CR23499

The other charges were cleared under the clearance reason of NO FILE.

Cleared alone in jails using this program in Oregon means cleared for release or transfer on that ONE charge. All charges must be cleared/green prior to release or transfer. Red is an "active" charge, green is a cleared charge.

NOW, the important part here is what the clearance reason is. DOC TRANS means released to be transferred into the prison system. NO FILE means the DA has decided, at this time, to not file that charge. The DA may file it later, or never file it.





UPDATE: 1:10p.m. - 4/28/25 - Once again, another case has been added today. One charge of Identity Theft - Felony, one charge of Theft in the First Degree - Felony, and one charge of Forgery in the First Degree - Felony. Total charges now: 59 Total cases now: 14

EUGENE, Ore. — On April 25, 2025, the Eugene Police Department (EPD) arrested 33-year-old Kayla Dawn Walters following an 18-month investigation by the EPD Financial Crimes Unit into a widespread fraud scheme. Walters is accused of defrauding numerous local residents and credit unions, amassing a total of 41 charges across 11 cases.

The charges against Walters include 10 counts of Felony Forgery in the First Degree, 18 counts of Felony Identity Theft in the First Degree, 8 counts of Felony Theft in the First Degree, 3 counts of Misdemeanor Negotiating a Bad Check, and 2 counts of Misdemeanor Theft in the Second Degree. The cases span from 2024, with four cases, to 2025, with seven cases.

No formal charges have been filed in court at this time. Walters is currently being held in the Lane County Jail on probable cause for the alleged crimes.

The EPD Financial Crimes Unit’s investigation revealed the extent of the alleged fraud, which targeted vulnerable residents and local financial institutions. Authorities have not released further details about the victims or the total financial impact of the scheme, as the investigation remains ongoing.


Walters is no stranger to arrests or crimes involving deceit, with prior convictions for identity theft and theft in 2020 and 2021. Her latest arrest on April 25, 2025, for an alleged fraud scheme marks a continuation of a troubling pattern, as she now faces 41 charges related to defrauding Eugene residents and credit unions.

Walters’ arrest marks a significant step in addressing financial crimes in the Eugene area. The EPD encourages anyone with additional information related to this case to contact the Financial Crimes Unit.

Man Arrested for Abuse of Corpse After Woman’s Body Found in Cottage Grove

COTTAGE GROVE, OR – Authorities have arrested a man in connection with the discovery of a deceased woman found on the sidewalk in front of 711 Highway 99 in Cottage Grove. The body was discovered at approximately 3:50 a.m. on March 28, 2025, prompting an immediate response from Cottage Grove Police. Upon arrival, officers determined the woman was deceased. Initially, her identity was withheld pending notification of next of kin. Based on information gathered independently, it was determined that the deceased had been staying at a local motel before her body was moved. Mark Michael Detering , (possibly related in some form) was arrested yesterday for allegedly removing her body from the motel after her death and abandoning it on the sidewalk where it was later discovered. Victim and Suspect Names Released in Royal Ave. Murder Investigation

Eugene, Or. - At 3 a.m. on September 1, Eugene Police received reports of a loud dispute with shots fired outside a home near Royal Avenue and Ruskin Street. Units arrived to find a woman, Haley Leann Mackin , age 23, deceased with gunshot wounds.  Eugene Police Violent Crimes Unit identified Brandon Daniel Smith , age 24, as the suspect. Mackin and Smith had previously been in a relationship. Mackin was recently granted an order of protection against Smith.  Smith was taken into custody by EPD at 5:05 a.m. at  4th Avenue and Pearl Street . Eugene Police thanks Springfield Police and Lane County Sheriff’s Office for their assistance during the apprehension. Smith had plead guilty to, and been convicted of, assault in the forth degree misdemeanor DV against Mackin earlier this year on 04/10/2024. Case # 24CR11412.
